In response to a written inquiry from the Virginia American Civil Liberties Union (ACLU), the Virginia Division of Motor Vehicles confirmed that it will allow those granted Deferred Action status to get a driver's license. A copy of the letter from the DMV can be found here on the VA-ACLU website. Thanks to the ACLU for having DMV clarify that. It will be interesting to see what other states do with driver's licenses and other state programs. Perhaps it comes as no surprise that Arizona is denying driver's licenses to those DREAMers granted deferred action.
